In a bizarre assembly meeting, Rubiales claimed Hermoso was "a liar" and said, "Jenni was the one who lifted me up. I told her to 'forget about the penalty' and I said to her 'a little peck?' and she said 'OK'."
The Pachuca CF player disputed those version of events in when she released her own statement on the matter and alternative footage appears to back her up.
Fan footage shows Rubiales jumping off the ground and into Hermoso's arms before grabbing her head and kissing her.
The former Hamilton Academical player has been suspended by FIFA, who have opened disciplinary proceedings against him.
It's reported that the governing body are looking to impose a 15-year ban from football on Rubiales, who also grabbed his crotch celebrating a Spain goal.
Meanwhile, Spanish prosecutors are looking into whether the incident could result in a charge of sexual assault.
The 46-year-old's mother, Angeles Bejar, has not taken his suspension well and entered a hunger strike protest, locking herself in the Divina Pastora church in Motril and telling Spanish TV she "doesn’t mind dying for justice" and demanding Hermoso "tell the truth".
81 female Spain players have said they will not play for the country until Rubiales is no longer at the helm, with a number of male stars displaying solidarity.
11 members of the Spain coaching staff have resigned as the storm continues.
