Manchester United's 4-1 win over Chelsea at Old Trafford on Thursday ensured that they would finish in the top four, leaving Liverpool to settle for a place in the Europa League.
Salah, who has scored 23 goals in the Premier League this season, took to Twitter to express his disappointment.
"I'm totally devastated," he wrote. "There's absolutely no excuse for this. We had everything we needed to make it to next year's Champions League and we failed."
"We are Liverpool and qualifying for the Champions League is the bare minimum. I am sorry but it's too soon for an uplifting or optimistic post. We let you and ourselves down."
Salah's comments were echoed by Liverpool manager Jurgen Klopp, who said that the club's failure to qualify for the Champions League was a "big disappointment".
"We are all disappointed," Klopp said. "We wanted to be in the Champions League and we didn't make it. That's a big disappointment."
Klopp said that he would now focus on preparing for the Europa League, which Liverpool will enter in the third qualifying round.
"We will now focus on the Europa League," Klopp said. "It's a big competition and we want to do well."
Liverpool's failure to qualify for the Champions League is a major setback for the club, who have won the competition six times. The club will now miss out on the lucrative prize money and prestige that comes with playing in Europe's top club competition.
The Europa League is a less prestigious competition, but it will still provide Liverpool with a chance to win silverware and earn a place in next season's Champions League.
Klopp will be hoping that his team can use the Europa League as a platform to rebuild and challenge for the Premier League title next season.
