Shakhtar Donetsk are seeking €50 million worth of damages from FIFA, filing a lawsuit to the Court of Arbitration for Sport.
Last month, football's world governing body announced that all players and staff members can suspend their contracts with Ukrainian clubs.
Shakhtar, who have 14 foreign players on their books, were looking to cash in on them. However, they are now faced with the prospect of losing them for nothing.
The Ukrainian side, whose sources of income had already been all but destroyed by the Russian invasion, want FIFA to pay them damages unless a solution is found this summer.
