Net spend in football is a record of the amount of money spent on transfer fees and recouped in transfer sales.
Basically, it's calculated by expenditure (money spent on incoming transfers) subtracted from sales (money earned by selling players). A negative net spend indicates that the club has spent more than it has earned in the window.

Liverpool have the second-best net spend among these clubs, with Man City being the only club to have earned more money through sales than they have spent. Notably, this is the first time City have had a positive net spend in the summer transfer window since Pep Guardiola's arrival.
The Reds have spent only £4.59m more than the money they have earned through sales.
