Barcelona manager Xavi suggested that FIFA should implement a rule to stop the clock when the ball is not in play (h/t Helena Condis).
In other sports, the clock stops running when the ball is not in play, but not in football. The clock is kept running and is only stopped at half-time or full-time.
Hence, the referee and his assistant gives an additional time based on their estimation of time wasted.
Xavi believes that this system allows for a lot of manipulation, 'cheating' and 'mischief', as we've often seen players manufacture new time-wasting tactics.
If Xavi's suggestion is implemented, it could radically transform how the game is played in the future.
